We define professional services as all professional advice and assistance. This definition includes consultancy; contractors taken on to support programmes/projects or for staff substitution; financial; legal, IT and HR services. It excludes the provision of administrative and secretarial services and outsourced services such as cleaning, security guarding, IT and payroll.
When requirements for professional services arise, solutions are generally found through the SCAT framework contract or similar collaborative frameworks. These frameworks have already been through the competition process in accordance with the public procurement regulations.
