This Consultation Paper is circulated for comment. It does not represent the settled views of the Government. In some areas, the Government has indicated its preliminary views in the paper which will be reviewed in the light of comments received.

It would be particularly helpful if responses could be set out in the order of the questions in the Paper. A summary of consultation questions is given in Annex A of the Paper.
