Secondary Legislation for Electoral Administration Act 2006

We aim to implement the Electoral Administration Act on a nation wide basis, where possible, for the May elections in 2007. This will involve making the relevant secondary legislation to implement the Act before 3 May 2007.

The following secondary legislation has been laid in Parliament. Its provisions include: governing the process concerning anonymous registration; improving the security of the postal voting system; and extending access to the electoral process. While in force, these provisions do not apply to elections prior to 3 May 2007.

The Electoral Administration Act 2006 (Commencement No. 1 and Transitional Provisions) (Amendment) Order 2006 (SI 2006/2268)(C.77)	These Orders bring into force most provisions of the Electoral Administration Act 2006.
The Electoral Administration Act 2006 (Commencement No. 2, Transitional and Savings Provisions) Order 2006 (SI 2006/3412)(C.128)	These Orders bring into force most provisions of the Electoral Administration Act 2006.
The Political Parties, Elections and Referendums Act 2000 (Commencement No 3 and Transitional Provisions) Order 2006 (SI 2006/3416)(C.129)	This Order bring into force some provisions of The Political Parties, Elections and Referendums Act 2006 which are tied into the commencement of Electoral Administration Act provisions.
The Registration of Political Parties (Prohibited Words and Expressions) (Amendment) Order 2006 (SI 2006/3252)	Prohibits political parties from including in descriptions registered with the Electoral Commission certain words and expressions; being the same as those prohibited from use in the parties' names.
Representation of the People (England and Wales)(Amendment) Rules 2006 (SI 2006/752)	Changes provisions concerning postal and proxy voting; Supply of, and access to, the electoral register; and Polling hours at elections
The Local Elections (Principal Areas and Parishes and Communities)(Amendment)(England and Wales) Rules 2006 (SI 2006/390)	Changes the hours of polling at relevant elections from 8am –9pm to 7am to 10pm.
The Representation of the People (England and Wales)(Amendment)(No.2) Regulations 2006 (SI 2006/2910)	Anonymous registration Amendments to the electoral register in respect of clerical errors Provision of personal identifiers
The Service Voters’ Registration Period Order 2006 (SI 2006/3406)	Extends duration of service voters’ registration as an elector from 12 months to 3 years.
The Review of Polling Districts and Polling Places (Parliamentary Elections) Regulations 2006 (SI 2006/2965)	Require an authority to keep the designation of polling places and districts within its area under review.
The Absent Voting (Transitional Provisions)(England and Wales) Regulations 2006 (SI 2006/2973)	Provides for the capture of the personal identifiers of existing absent voters.
The Encouraging Electoral Participation (Reimbursement of Expenses)(England and Wales) Regulations 2006 (SI 2006/2972)	Provides for the reimbursement of expenditure incurred in the promotion of electoral participation
The Political Donations and Regulated Transactions (Anonymous Electors)(England and Wales) Regulations 2006 (SI 2006/2974)	Prescribe the form of evidence required to establish that a donor with an anonymous entry is a registered elector.
The Representation of the People (Combination of Polls) (England and Wales) (Amendment) Regulations 2006 (SI 2006/3278)	Makes a number of technical and necessary changes to provide for the combination of a Parliamentary election with another election.
The Local Elections (Principal Areas)(England and Wales) Rules 2006 (SI 2006/3304)	Govern the conduct of local elections and reflect changes implemented from the Electoral Administration Act.
The Local Elections (Parishes and Communities)(England and Wales) Rules 2006 (SI 2006/3305)	Govern the conduct of local elections and reflect changes implemented from the Electoral Administration Act.
