At the 114th session of the Committee of Ministers of the Council of Europe, the Ministers entrusted the Deputies with implementation of Recommendations quoted in the Declaration "Ensuring the effectiveness of the implementation of the European Convention on Human Rights at national and European level". The Deputies subsequently encouraged governments to distribute the following texts
