2.1 In so far as the exemption relates to the source, rather than the content of the information it is not possible to give an indicative list of the types of information that may be covered by section 23. In so far as the application of the exemption turns on whether information "relates" to the security bodies, it will be capable of covering a range of subject matter of a policy, operational or administrative nature. In relation to any particular item of information, it will be a matter of fact as to whether it falls under section 23 or not. However this may sometimes be a question of degree, or indeed be difficult to ascertain if evidence relating to the origin of the information is not available or is inconclusive. Each request that potentially involves sensitive information, has a national security element or relates, even indirectly, to the Security Bodies, will need to be considered on a case by case basis to ensure that a correct response is made. Where there is any doubt, the originator of the document containing the information should be consulted. Particular consideration needs to be given to cases where no specific information from or relating to a security body is held, but that absence could in itself amount to information falling within this exemption - for example by confirming an absence of security involvement in circumstances where that absence was a significant fact. This is discussed in Chapter 03.
