The five year strategy.
The Performance Partnership Agreement (PPA) is an agreement between the Cabinet Secretary (Head of the Civil Service) and the Permanent Secretary of each major Government Department.
It is a short, summary document setting out a vision of how a Department needs to develop to meet the challenges it faces, and the priority actions that need to be taken to achieve its vision. It is cross-referenced to Departments' own business planning documents wherever possible, and is linked directly to Permanent Secretaries' personal objectives.
