What will change?

The aim is to change the culture of the whole Department

The change programme is about putting better service delivery at the centre of all that we do in this Department, its agencies, its Non Governmental Public Bodies and its Associated Offices.

The Departmental Change Programme will affect everyone in the Department. It is important because it goes to the heart of how we can better serve the needs of all our customers and users.

In a speech to staff on 2 December 2002 the Permanent Secretary, Sir Hayden Phillips, said:

"I have a vision of the Department in five years time:

The Change Programme will result in the largest transformation in thirty years (since the Department was created out of the old Lord Chancellor's Office) of how LCD is organised and how it works.

It is not just about structural change, or just about change at the top. It will affect everyone in the Department in the months ahead because it is, fundamentally, about cultural change - transforming how we work, and how we behave, so that we can transform how we deliver services to our customers.
