Civil warrants performance indicators - information for customers

The consultation paper 'Civil Warrant Performance Indicators - Information for customers' was published on 10/09/2004. It invited comments on new civil warrant enforcement performance indicators for Her Majesty's Courts Service (HMCS). It contained proposals formulated by the warrant performance indicator working group.

The consultation period closed on 03 December 2004. The summarised responses report outlines the conclusions reached on the options.

Consultation paper

The purpose of this consultation was not to set targets, but rather to explore what information about civil warrant performance our customers find helpful. This would then inform future decisions on performance targets for HMCS after a period of data collection.
The effectiveness of enforcement is a supporting target of the current public service agreement No.4 (customer satisfaction) which is informed by the current HM Courts Service warrant enforcement indicator. While the current indicators have proved to be generally effective as a management tool and give customer a guide to the courts' performance, by virtue of their make up they are susceptible to statistical distortion. The Working Group has identified the sources of the distorting factors and the consultation paper proposed solutions to these, among other things
