This paper sets out for consultation the draft Social Security Commissioners (Procedure) (Child Trust Funds) Regulations 2005. The Child Trust Funds (CTF) Act 2004 gives power for regulations to be made about various aspects of the CTF, including appeals against decisions made by the Inland Revenue. CTF appeals will be heard by Appeals Service appeals tribunals, with an onward right of appeal on a point of law to the Social Security Commissioners. The draft Regulations are intended to regulate the procedures of the Social Security Commissioners in determining appeals arising from decisions of appeal tribunals about Child Trust Funds
