The provisions and arrangements proposed for the GLMCA differ from those which apply to other MCCs in order to cater effectively for the unique nature of the capital as an MCC. The table below shows figures from a number of other MCCs to illustrate significant difference in scale of the GLMCA. The MCCs represented are; an average size, outer London MCC (Bromley); one of the largest existing MCCs (Lancashire); and one of the largest proposed amalgamations (West Midlands). 56.-(1) In the Justices of the Peace Act 1997, after section 30 insert-

Provisions applying to all magistrates' courts committees".
(2) In section 40(8) of that Act (regulations about appointment of justices' chief executive), after "by statutory instrument" insert "which may make different provision in relation to the Greater London Magistrates' Courts Authority and other magistrates' courts committees".

29. The Lord Chancellor may by order made by statutory instrument make provision in connection with the establishing of the Greater London Magistrates' Courts Authority, including-
provision for the transfer of property, rights and liabilities to the Authority,
provision for the Authority to incur liabilities before the time when it begins to act as a magistrates' courts committee, and
provision for the abolition of the magistrates' courts committees for areas in Greater London immediately before that time.
