This paper sought views on options to help deal with over-indebtedness and in particular, people in multiple debt.
It identified proposals for providing better assistance to the can't pay and could pay groups, described more fully in paragraphs 20 to 22 of the paper.
Views were sought on the following proposals:
The strengthening of private and voluntary sector repayment schemes, including the possible introduction of methods to oblige reluctant creditors to participate if the majority are in favour, and of composition so that in instances where realistic repayment terms would not allow the full amount to be paid within the agreed timescale, the balance would be written off providing that the terms of the scheme had been compiled with.
This report summarises the responses, received to the consultation 'A Choice of Paths' including how the consultation process has influenced the final shape of the policy and the conclusions that we have reached on some of the proposals including the reform of county court administration orders and enforcement restriction orders.
