Introduction

The Government published its White Paper, The House of Lords - Continuing the Reform on 7 November 2001. In the following three months it received 1,101 consultation responses.

The Government published a statistical analysis of those responses on 13 May 2002. On the same day, it also made available all consultation responses that met the following criteria:

they were written to the consultation address
they arrived between 7 November 2001 and 14 February 2002
correspondents did not ask for their responses to be treated "in confidence".
